Wake County Elections Board Faces Scrutiny After Moving NC State University Early Voting Location

A decision to relocate an early voting polling place at North Carolina State University has ignited significant debate over student access and heightened partisan friction on the local election board. For years, students and Raleigh residents cast their ballots in the heart of campus, but upcoming voters will now face a considerably longer journey to make their voices heard at the ballot box.

Since 2018, the university's Talley Student Union served as a central early voting venue in Wake County, situated conveniently for the campus community. However, the Wake County Board of Elections recently approved a plan to move the polling location away from the central student hub to the Business Service Center. Although technically located on university grounds, the new venue sits more than a mile away across Western Boulevard.

The relocation occurs against the backdrop of a major shift in state election governance. A recently enacted North Carolina statute transferred the authority to appoint county election board members from the governor to the state auditor. Following this legislative change, the five-member Wake County Board of Elections transitioned to a Republican majority, holding three seats to the Democrats' two.

Democratic board members expressed strong opposition to moving the polling place away from the campus interior. Gerry Cohen, one of the two Democrats serving on the board, voiced strong criticism of the decision. Cohen contended that shifting the voting site to a location across Western Boulevard serves no clear administrative purpose other than placing hurdles in front of collegiate and younger voters.

Conversely, the board's Republican majority, led by Chairman Keith Weatherly, argued that the decision was driven by practical considerations rather than partisan advantage. Board leadership defended the change by pointing to chronic parking and vehicular access issues that have affected the Talley Student Union location over multiple election cycles.

According to Weatherly, navigating the previous setup at Talley created difficulties for general voters traveling by car. He noted that electors often had to traverse up and down a multi-level parking deck simply to reach the voting booths. From the perspective of board leadership, that physical configuration posed an ongoing inconvenience for many non-student community members looking to cast early ballots.

Cohen strongly challenged the parking explanation, calling the reasoning a red herring that fails to align with voter participation data. Pointing to records from the 2024 presidential election, Cohen highlighted that roughly 21,000 total ballots were submitted at the Talley Student Union site. Of those, only about 6,000 came from individuals between the ages of 18 and 25, indicating that non-student voters were able to access the site in large numbers without prohibitive trouble.

The board's internal deliberations also faced scrutiny regarding the transparency and reporting of the final vote. Weatherly initially characterized the choice to move the polling place as a unanimous determination by the Wake County Board of Elections, suggesting full bipartisan agreement on the need to finalize logistics.

When questioned further about the decision-making process, Weatherly acknowledged that the board was actually split 3-2 along strict party lines. The chairman explained that state regulations require non-unanimous local election decisions to be forwarded to the State Board of Elections for further review and resolution.

To avoid elevating the dispute to state officials, the local board formally reported the measure as unanimous. Weatherly explained that members chose this route in their collective wisdom to conclude the matter locally, despite acknowledging that members remained fundamentally divided over the site's suitability.

The newly designated polling facility at the Business Service Center is situated adjacent to the McKimmon Center in a shared parking lot off Varsity Drive. While the location provides dedicated surface parking, it places a substantially higher physical burden on pedestrians traveling from the main academic and residential sectors of the university.

According to assessments from campus voting advocates, students departing from the vicinity of Talley Student Union will need to undertake an estimated 25-minute walk, which includes navigating across the multi-lane traffic of Western Boulevard. For students traveling from Hunt Library on the opposite side of campus, the walking time stretches to roughly 41 minutes.

Public transportation remains an alternative for students and local residents seeking to avoid the extended foot commute. The Business Service Center location is integrated into local transit routes, receiving service from both NC State's Wolfline campus transit system and the municipal GoRaleigh bus network.

In response to the logistical hurdles posed by the new location, NC State's student voter initiative, Pack the Polls, has mobilized resources to assist the campus community. The organization is coordinating daily walking groups scheduled across class days to guide voters safely to the Business Service Center, along with a large-scale "Walk to the Polls" event planned for the opening day of early voting.

Weatherly maintains that the new site offers sufficient accessibility for both the student body and the broader electorate. With early voting in Wake County scheduled to commence on October 15, the operational impact of the controversial site relocation will soon be tested as voters head to the polls.
